Oh my fucking god. I bumped into Dave Barry's blog, which is a hell of a lot more amusing than his essays, and found this post, which leads to this website which, when you go to Document 27, talks about a project dubbed "Acoustic Kitty." And yes, a real cat was involved. Read the memo. Most importantly, read the testimony by Mr. Marchetti:
